When the Education for All Handicapped Children Act of 1975 was passed into law, it opened up a new world for children with all manner of special needs. Education was now possible for these children, whereas before it was previously denied. Until special education was recognized for all children and a free appropriate public education (FAPE) became the new standard, those with a special need – even a learning disability – were often not granted the basic right to a traditional education.

This meant that children from all walks of life were now able to attend public school, and the special education sector blossomed. But with this new level of education came some drawbacks – classrooms extended past the usual small, manageable size; more teachers needed to be trained in special education; and new schools needed to be built to accommodate a rapidly growing school system.
